The constitution must be based on fundamental human rights, the principle of citizenship, and popular sovereignty. It must guarantee citizens their political, economic, social, and cultural rights without discrimination or favoritism.
It must be respected by all branches of government.
It must be amendable through constitutional means, in accordance with societal developments and changes, and solely as a result of popular will—not the whims of those in power.
It must be compatible with the realities of the current era, drawing lessons from the experiences of developed nations, embracing the Syrian people with their language, unity, and diversity, and aligning with Syria’s new phase.
It must prevent any form of military coups.
It must protect minorities, political opposition, women, and the oppressed.
It must not be sectarian or biased toward any one denomination, nor antagonistic to religions or sects.
