The constitution is a social contract between ruler and ruled. It guarantees the rights, freedom, and dignity of the people, ensures their participation in decision-making, limits the power of the ruler, and holds them accountable before the people.
It is a safeguard for the unity of the land and the people, for preserving diversity and pluralism, and for instilling a spirit of tolerance in society.
It must be the product of a free Syrian national will in order to gain its true authoritative legitimacy.
We warn against any manipulation of the constitution and stress that no authority should be allowed to change or interpret it in contradiction with the agreement of the Syrian people.
We reject any constitution that does not reflect a genuine popular will.
It must result from a comprehensive and transparent national dialogue, with the participation of representatives of the people from inside and outside the country, and from all spectrums, communities, and regions.
