Intelligence agencies have a legitimate role in conducting covert operations aimed at safeguarding national and public security—within a defined mandate from an authorized and accountable reference body.
Security agencies must remain under the authority of the political leadership. Intelligence overreach that threatens political balance—such as what has occurred in Syria—must never be tolerated.
Civilian police must be empowered and solely tasked with managing public interactions within Syria’s internal space.
The role of the civilian police and internal security forces is vital to maintaining public order and internal safety. These institutions must be fully subject to judicial oversight, and accountable to parliamentary scrutiny.
