One of the primary characteristics of the state we seek is that it must not be a military, coup-based, dictatorial, or security-driven state—nor a religious theocracy ruled by clerics through the crescent or the cross. Rather, it should be a modern civil state.
The bearer of the state’s legitimacy is the people's free choice of their authorities and institutions through elections and free voting.
The state must be sovereign and independent on its land—free from any external interference or manipulation, and independent from non-governmental actors and internal societal groups.
Pluralism is essential for the establishment of the state, through the allowance of multiple political forces and the peaceful transfer of power—without monopoly by a single political power or ruling party.
Recognition of the opposition is a foundational element that has long been absent from the Syrian political reality.
