Syrian urban areas have suffered extensive destruction, and statistics still fall short of capturing the full extent of the damage. Therefore, we:

Place great importance on “rebuilding what has been destroyed and repairing what has been damaged across governorates, cities, and villages, especially in restoring and renovating infrastructure networks.”

Strive to change the devastated reality in Syria by innovating a better life for future Syrian generations and confronting all challenges of urbanization in Syrian cities and villages.

Believe in the necessity of initiating plans focused on urban and housing planning and infrastructure in general, and call for reconstruction and development efforts to be based on well-studied foundations, not on random or unorganized actions.

Aim through our focus on urban development to strengthen social cohesion within Syria and to enable urban development to enhance its capacity for social integration.

Work to redistribute the population geographically in a way that aligns with both the quantity and quality of human resources. Attracting residents, especially skilled individuals, to less populated and more resource-rich areas is a practical solution if properly coordinated and directed.

Emphasize the importance of investing in vital projects often neglected by the private sector, asserting that the state must undertake such projects in a calculated manner and link them to national security.

Place high value on the participation of local communities as part of the planning and implementation process. Their voice must be heard in identifying priorities and selecting projects that benefit them directly.

See the need to focus on achieving social justice in the urban development process.

Consider the advancement of road networks and public transportation systems a strategic national goal, as they are essential for citizen mobility, state development, and public welfare.

Emphasize the importance of transparency and accountability in urban development through mechanisms that ensure resources and funds are used efficiently and appropriately, avoiding waste and corruption.

Stress the necessity of granting future Syrian generations, individuals with physical and mental disabilities (people of determination), low-income earners across the country, and other vulnerable groups equal rights to access public services and livelihood opportunities in a fair and dignified manner.

Work to combat the climate crisis by creating more inclusive urban spaces and contributing to technological innovation in climate action.

Aspire for Syria to be included in UNESCO’s Creative Cities Network by adopting creativity as a core principle in developing urban development, reviving arts and music, and advancing traditional crafts and manual industries.

Ensure that Syrian culture becomes a central—not secondary—pillar in urban development strategies.

Believe in the role of technology and youth in building sustainable urban development by raising awareness on using digital innovations to deliver urban services, improve quality of life, and highlight modern technologies that support inclusive urban development.

Give high importance to renewable energy and are committed to exploring opportunities for its adoption and generation within Syria.

Adopt a human-centered approach to urban development by humanizing cities to address the effects of population growth, demographic shifts, and increasing climate-related disaster risks.

Believe that the ultimate goal of urban development is to build a more stable and resilient Syria capable of meeting the needs of all its citizens.
