We believe in the right of every human being to leave their homeland if multiple humanitarian reasons necessitate and compel it.

We reject forced deportation from or to the homeland under any label.

We believe that the conditions for return to Syria remain unfavorable due to the continuation of war and its negative impacts on the country as a whole and on the safety and lives of citizens in particular.

We thank neighboring and host countries for bearing the burden of hosting forcibly displaced Syrians.

We remind all that nations take turns in trials, and what has befallen Syria today may have afflicted others in the past or may do so in the future.

We stress the importance of building strong and balanced relationships between neighboring peoples, as this is vital for regional stability.

We consider that the assessment of the current situation in Syria belongs first and foremost to the Syrians themselves—being the sons of the homeland and the most knowledgeable about its past and present—and then to international human rights organizations.

We warn of the consequences of forced deportation before the war ends and security is restored in Syria.

We believe the international community has responsibilities regarding the escalating Syrian refugee crisis, which require continued support for them.

We consider the refugee crisis to consist of two phases: the current phase and its consequences, and the post-stabilization phase and its future implications.

We have a comprehensive plan for both phases.

We call on the international community to share responsibility in the Syrian refugee file and to provide all necessary financial and developmental support to host countries within clear plans and declared budgets.

We call on countries around the world to keep their borders open for Syrians seeking protection and dreaming of a secure future and dignified life.

We call for enhancing the economic sustainability of Syrian refugees through job opportunities and improved social and legal services.

We encourage increased direct funding to host countries to improve refugee conditions and reduce the burden on those countries.

We call for research on the current situation of Syrian refugees and post-war Syria, along with political and humanitarian solutions to ease long-standing suffering.

We call for expanding opportunities for global resettlement of Syrian refugees based on priorities and necessities, particularly related to their personal safety and revolutionary history before and after the uprising.

We believe that the optimal solution to the Syrian refugee issue lies in ultimately providing safe and sustainable conditions inside Syria.

We see no issue with Syrian refugees holding another nationality alongside Syrian citizenship.

In fact, we consider it a positive factor that benefits Syria in the long run.

We reject any law issued by the Syrian regime allowing the stripping of Syrian citizenship from its nationals.

We call for the activation of international treaties that protect the rights of Syrian refugees and migrants around the world and in host countries.

We call for the consolidation of refugee and migrant rights, including the right to non-discrimination and equality.

We work to secure full access to education and legal status for all Syrian refugees wherever they are.

We call for ensuring decent working conditions for Syrian refugees.

We call for guaranteeing emergency medical care for Syrian refugees wherever they are located.

We call for the right to receive social security and public assistance without violating their dignity or sentiments.

We see the need to allow Syrian refugees to travel using a “special travel document” to replace the national passport and protect them from forced return until the Syrian crisis ends.

We call on countries bound by the 1951 Refugee Convention and its 1967 Protocol to uphold their obligations regarding refugee rights and host state responsibilities.

We stress the need to activate the principle of **non-refoulement**, one of the most fundamental rights of refugees, which prohibits host countries from returning refugees to places where they would face torture or persecution.

We call for imposing sanctions on states that violate refugee rights, including criminalizing violence against them, preventing their access to asylum, handing them over to the Syrian regime, and forcibly deporting them.

We stress that such violations must not be forgotten with time.

We encourage donations to organizations that provide health care, nutrition, and education to refugee children.

We affirm the right of refugee children to Syrian nationality and the need to preserve their link to their original homeland, even if they acquire another nationality.

We seek to invest in empowering and developing the skills of refugee youth.

We strive to ensure the return of all refugees and to guarantee their right to access their areas and villages from which they were displaced after the war.

We aim to restore their social and economic conditions, provide reparation, and enable them to settle as full citizens enjoying dignity, equality, and full rights.

We are concerned with promoting all opportunities for return to Syria and participating in the country’s development.

We are committed to spreading awareness among refugees about the importance of return and contributing to rebuilding Syrian society.

We strive to strengthen the sense of belonging and commitment to Syrian identity and culture, especially among refugee children.

We aim to strengthen communication with displaced persons and refugees, whether in neighboring countries or those where they have been resettled, to understand their needs and work to meet them.

We believe that preserving the unity of the Syrian people is a national priority.
We work to overcome the years of war and national fragmentation.
