We believe that the constitution is the fundamental document that defines the system of governance, the powers, and the rights and duties in the state.

It expresses the identity, desires, and aspirations of the people.

We consider the constitution a social contract between the ruler and the ruled.

It guarantees the rights of the latter, preserves their freedom and dignity, ensures their participation in decision-making, and limits the authority of the former, making them accountable to the people.

We believe that the constitution is a guarantee for the unity of the land and the people.
It preserves diversity and pluralism and establishes a spirit of tolerance in society.

We emphasize Syria’s deep constitutional history, which dates back to 1930, and the constitutions of 1950 and 1973.

These were amended several times, the latest being in 2012, which was not the product of a free popular will, but rather of a narrow partisan will that controls all branches of power in the country.

We strive for the constitution to be the result of a free, Syrian, and national popular will, so it may derive its true authoritative legitimacy.

We warn against manipulating the constitution, and stress the need to prevent any authority, whatever it may be, from changing or interpreting it in contradiction to what the Syrians have agreed upon.

We reject any constitutional provision that states a specific party as the leader of the people, society, and state.

The Syrian Future Movement rejects any constitution that does not represent a true popular will, but rather the will of a tyrannical regime that governs by martial law to suppress any dissenting or freedom-demanding voice.

We believe in the role of the constitution in protecting citizens' rights, ensuring participation and democracy, and preventing tyranny and monopolization.

We also believe in the constitution’s role in maintaining cohesion and harmony among the components of society, and in preventing discrimination and division.

We see the need to reform or change the constitution in accordance with the spirit of the Syrian revolution, in order to build a modern, civil, and civilized state.

We affirm the necessity of the constitution being the result of a comprehensive and transparent national dialogue, involving all representatives of the Syrian people from inside and outside the country, and from all spectra, components, and regions, without exclusion or marginalization.

We believe that the constitution must be based on fundamental human rights and on the principle of citizenship and popular sovereignty.

It should guarantee citizens their political, economic, social, and cultural rights without discrimination or favoritism.

We believe that the constitution should be respected by all authorities.

There must be mechanisms to regulate, monitor, and hold authorities accountable.

There should be an independent and effective judiciary that protects and interprets the constitution.

We believe that the constitution should be subject to constitutional amendment procedures in a way that aligns with developments and changes in society.

Such amendment should be the result of a popular will expressed through a referendum, not the desire of the ruling authority.

We believe in the necessity of raising public awareness about the importance and role of the constitution in shaping the structure and destiny of the state and people.

This awareness must be based on knowledge, analysis, and critique.

We strive for the constitution to be in line with the conditions of the present age.

It must benefit from the experiences of developed countries, embrace the Syrian people with their language, unity, and components, and be compatible with Syria’s new phase.

We stress the need for the constitution to prohibit any form of military coup.

The Syrian Future Movement believes that the protection of minorities, political opposition, women, and the oppressed must be constitutional priorities.

We reject a sectarian or denominational constitution that favors one sect over another or opposes religions and sects.

We seek the foundational principles of the constitution to be civil, liberating, inclusive, and rooted in social policy.

It should be comprehensive in its definition of citizenship and protective of natural resources.

We warn against any neglect or underestimation of the importance and danger of crafting and giving birth to a constitution that governs both the state and the people.

It must not be a tool in the hands of a tyrannical authority or a vehicle for foreign powers.
Otherwise, the people will lose their constitutional battle for which they made great sacrifices.
