The Concept of the State

This paper redefines the state in post-conflict Syria, focusing on sovereignty, institutional integrity, citizen rights, and inclusive governance to rebuild a unified, independent nation.

The term “State” describes a political entity made up of four essential components: 
population, territory, government, and sovereignty.

* Population: Individuals forming a civil society, subject to shared laws, and loyal to the state.

* Territory: A defined geographic area under state control and protection, with recognized borders.
* Government: Institutions that manage state affairs, issue decrees and policies, ensure public safety, and oversee the rule of law.

* Sovereignty: The ability to make independent decisions free from internal coercion or external interference, shaping foreign policy according to national interests and internal priorities.

We believe:

* That the Assad regimes (father and son) failed in establishing and managing a legitimate state entity by monopolizing and tightening control over all four powers—legislative, judicial, executive, and media—for decades, while granting privileges to foreign actors and exploiting the diverse Syrian populace for narrow agendas.

* That the state must uphold the people's inherent rights, fundamental freedoms, genuine security, lasting stability, and comprehensive development.

* That a robust and effective institutional state ensures the supremacy of the constitution, equality under the law, protection of human rights, guaranteed democratic practices, and inclusive political and social participation.

* That state-building entails safeguarding sovereignty, preserving unity and dignity, defending territory, protecting the population, maintaining civil peace and security, and confronting internal and external challenges with responsibility and accountability, while engaging in balanced cooperation with countries aligned with Syria’s national interests.

* That the backbone of the state lies in respecting popular sovereignty and in continuous efforts to combat corruption, injustice, and authoritarianism—striving for a state of justice and the rule of law.

* That dismantling the state’s structure through fragmentation or foreign dependency is unacceptable. No part of Syrian territory should be ceded, nor its sovereignty compromised in whole or part.

* That state formation must involve all revolutionary and national forces in shaping both the present and future.

* That reviving the concept of the state requires a deep, inclusive dialogue recalling historical milestones, laying present-day foundations, and charting strategic action plans—leading to a national project that could serve as the basis for political agreement, ending conflict, and launching reconstruction for both people and institutions.

* That there is no alternative to salvaging the remaining features of the state—failure to do so would have disastrous consequences on all levels.

* That the essence and true victory of the Syrian revolution lies in the people’s ability to swiftly recover and build a strong, free, independent, and unified state.
