We aim to establish a state of institutions based on the rule of law.

We believe that Syria today suffers from the absence of a true state.

The authority is neither independent nor unified.
The people are fragmented.

Sovereignty is incomplete.

We hold the Assad regime responsible for the collapse of the state.
It ignored all calls for internal reform.

It relied on security repression.

It mortgaged Syrian national sovereignty to regional and global powers.

We reject all current hostile projects that undermine the concept of the “state” or hinder its reconstruction and advancement.

We aim to establish a state of institutions.

Not a hybrid, fragmented, or sovereignty-deficient state.

We strive for Syria to attain genuine independence.

This would allow the establishment of a modern and contemporary state authority over its entire national territory.

We aim to build the “state” through national, constitutional, and legal Syrian institutions.

Institutions that do not follow internal agendas or foreign schemes.

We aim to ensure that all Syrian citizens are equal in rights and duties before the state institutions.

Regardless of their backgrounds, religions, sects, ethnicities, or differences.

We stress that the institutions of the “state” must truly represent the Syrian people.

Without exclusion, bias, internal exploitation, external guardianship, or occupation.

We affirm the necessity for Syrian citizens to take responsibility.

They must oversee the implementation of state plans, monitor them, and correct them through legal frameworks.

We consider the widespread failure of de facto authorities in Syria as clear evidence.

It proves the urgent need for a unified state of institutions that serves all Syrians.

We believe the success of the Syrian revolution depends on our ability to build a strong institutional state.

Now and in the future.


Its reference must be an elected legal system.

We strive for sustainable stability in Syria.

This is achieved by activating institutional work.

And by breaking the link between the concept of the “state” and a charismatic leader or a sole ruling party.

We believe the difference between a modern progressive state and a backward one lies in institutionalization.

The more the state is governed by a flexible institutional mindset, the more advanced, prosperous, and developed it becomes.

We seek to empower the Syrian people with their right to access political information.

To monitor the government and the functioning of state institutions.

This is done through enhancing transparency and holding officials accountable for their actions under the rule of law.

We believe that a state of institutions enhances competence and professionalism.

It enables the government to implement more effective policies and services.

We view the Syrian people as a free people who cannot be domesticated.

The experience after 2011 gave them an independence that is not easily subdued.

Thus, the continuation of a “state” under the rule of one family or a sectarian regime will lead to successive uprisings.

Syria will not enjoy peace or stability in such a case.

We believe that when the Syrian people feel that the “state” represents them and their aspirations through national legal institutions.

It becomes the most effective and secure guarantee for national stability.

We believe that establishing a state of institutions is the realistic solution.

It blocks the way for all extremist, racist, separatist, and divisive calls.

We stress the independence of institutional work.

There must be no overlapping or guardianship between institutions.

This protects the government system from harmful internal and external influences.
