The Assad regime has hijacked the institutions of military, police, and security forces to serve the stability of its own rule and to solidify its authority, thereby stripping these institutions of their rightful role in preserving public order and repelling external aggression.

We believe in the necessity of excluding the military and armed forces, as well as security agencies, from any future political involvement. 

They must not hold political power or positions, nor interfere in political competition or national elections. We reject the political exploitation of intelligence services against other political forces.

We believe that the role of the army should be limited to defending the state and its sovereignty against external aggression only, protecting national borders, and contributing to national security.

They may also be called upon for humanitarian and emergency relief during natural disasters.

We reject the deployment of the army in response to peaceful civil movements. 
Military presence in provinces, cities, or villages must only occur with a temporary and specific parliamentary mandate, limited to cases of combating terrorism, organized crime, and armed mafias—only when civilian police forces are unable to respond.

We consider the military’s budget, armament, and funding subject to the decision of a democratically elected parliamentary majority and to transparent programs that prevent corruption, waste, or the overinflation of one military branch at the expense of others.

We support the army’s cooperation with its counterparts in the international community to promote global peace and security. 

We also affirm the need for intelligence cooperation with regional and global partners, provided all security activities are reported to the political leadership.

We emphasize that the role of the intelligence services is to gather and analyze information to protect the security of the nation and its citizens.

We believe security agencies must be prohibited from arrests, detentions, and similar practices without a specific judicial warrant, and only in matters directly related to national and homeland security.

We support the role of intelligence services in classified operations aimed at safeguarding the nation and its people, provided such actions are carried out under a defined mandate from an authorized body subject to oversight and accountability.

We emphasize that security agencies must be under the oversight of the political leadership. 
They must not threaten political balance through unchecked influence, as has happened and continues in Syria today.

We believe in activating the role of the civilian police, granting them full authority in handling internal public affairs.

We stress the importance of the role of civilian police and internal security forces in maintaining public order and internal safety, subject to full judicial oversight and parliamentary authority to hold them accountable for any violation of Syrians’ rights.

We consider the role of civilian police vital in enforcing laws, protecting citizens’ rights, investigating crimes, and ensuring that offenders are brought to justice.

We believe in the need to promote human rights awareness and ensure political leadership instills mechanisms of accountability over military, intelligence, and police officials in case of any violations.

We call for allowing religious figures to serve in military and intelligence institutions—across land, air, sea, and intelligence divisions—providing spiritual guidance and psychological support for personnel at all ranks. 

This effort aims to boost morale and counter extremist ideologies infiltrating the ranks, within a specialized division for moral and ideological guidance.

We believe the military institution must remain subject to decisions of the civil political leadership while retaining internal autonomy over its operational procedures.

We emphasize that military courts should be limited strictly to trying military personnel for breaches of military discipline, while civil courts retain jurisdiction over cases of corruption, treason, and related crimes that affect the state’s integrity.

We believe that joining the military or security institutions should be voluntary, and we call for the abolition of mandatory conscription in Syria.

We advocate for making military and police salaries among the highest in Syria, with full health insurance coverage and dignified support for the families of martyrs and wounded personnel.

We call for fostering a strong social link between the military-security institutions and the Syrian people, and for preventing any social rift or estrangement under any pretext.

We believe recruitment and promotion within the military and security institutions must be based solely on merit, without discrimination based on gender, religion, ethnicity, or nationality.

We call for legal and human rights training for military and security officers, and for enforcing human rights laws across all security and military practices.

We advocate for the enactment of strict legislation to prevent the military or intelligence agencies from seizing political, parliamentary, or legislative power, or from manipulating or disrupting political institutions.

We see the need for placing all security and intelligence forces under the Ministry of Interior, establishing a single unified headquarters, and evacuating all civilian-occupied buildings and properties seized by these forces, returning them to their rightful owners.

We aim to reintegrate intelligence personnel into ministries, provided they have not committed violations against the Syrian people during the revolution. 

This must be done through a structured process that enables their continued employment while dismissing suspects and prosecuting those involved in crimes.

We categorically reject the use of physical torture to extract confessions under any circumstance, and hold perpetrators directly accountable.

We encourage adopting best practices from advanced countries in the field of security and intelligence, including international training programs and knowledge exchange to serve national interests.

We call for a specific law to allow the deployment of surveillance cameras across Syrian regions, connecting them to secure centers tasked with analyzing the data to preemptively respond to criminal or security threats.
