Just as a well-built structure requires a solid foundation, followed by the proper division of rooms to meet essential needs, and then enhancements such as furniture and décor, so too does the fulfillment of human needs require sound foundations for building a just, strong, and national state.
This foundation begins with the preservation of the five necessities we discussed earlier.
It is then followed by securing enhancements that help the people of the nation reach a state of prosperity.
Prosperity is seen as the ultimate objective of political and civil work, and securing it is a core duty of all state institutions, which must work vigilantly to achieve it.
From this standpoint, we aim to fulfill needs and enhancements through a "priorities-based program."
We believe that Syria requires an effort built upon a program of priorities that gives each issue its rightful weight.
We must not prioritize enhancements over needs, nor needs over necessities.
We view the first mission of political forces and civil society as the establishment of the foundations of necessities for the Syrian people.
These must be considered the highest priority to overcome the consequences of the war on both the nation and its citizens.
We believe that fulfilling needs is a duty of political forces and civil society, without any claim of favor or credit.
This must be done by lifting hardship and burden from the Syrian people—politically, economically, and socially—through direct engagement with daily realities and by absorbing emerging changes in a way that does not disturb the present nor hinder the aspiration for a secure and stable future.
We believe that a need may rise to the level of a necessity if it poses an existential threat to the state, society, or individual citizens.
Such cases include the need to eliminate scattered checkpoints, secure free movement across the country, and end the camp conditions by providing sufficient housing for all citizens.
We believe that achieving prosperity—“enhancements”—is the ultimate goal of political and civil action.
This goal must be built on solid national partnership among all Syrians, each contributing through their expertise and field.
We see the highest purpose of political and civil work as the establishment of a culture of political, intellectual, religious, and social freedom in all its forms.
These freedoms must be protected and never undermined, as their stability is essential to the national partnership, which is the main pillar for fulfilling both needs and enhancements within one unified homeland.
We see supporting the middle class in society as a noble goal and one of the essential needs that must be addressed through free economic reform.
We believe that the work ahead is great, the burden heavy, and the road long, to reach the goal of enhancements.
We call for collective efforts and unified resolve through the program of priorities.
We aim to establish the “necessities” and affirm them as sacred rights for all Syrians.
We then seek to fulfill the “needs” and recognize them as binding duties.
Finally, we strive to spread prosperity—“enhancements”—across all Syrian lands, in a manner that reflects Syria’s historical and civilizational stature.
We believe that achieving these goals first requires the establishment of a just, strong state built on national partnership among its Syrian citizens.
This state will rise through them, revive their condition, secure their needs, and work for their prosperity.
