A strategic vision for rebuilding Syria through effective institutions, justice, and inclusive development.

Syria has endured bloody chapters of conflict and suffering over recent years, where its people faced immense challenges imposed by tyranny and the systematic destruction of national structures.

However, as history has taught us, great nations rise from the rubble and chart new paths that transcend ordeals to build a future founded on justice, development, and stability.

During the celebration held in Aleppo on 2025/05/27, President Ahmad Al-Sharaa officially announced the end of the era of conflict with tyrants, declaring that the battle for national reconstruction and revival had effectively begun.

In our view, this announcement marked a pivotal moment in Syria’s modern history.
It ended the dark era that dominated the political and social landscape and launched a new project based on rebuilding the state and society through modern visions grounded in good governance, popular participation, and sustainable development.

**Phases of National Construction:**

The phase of construction we enter today is not merely about physical reconstruction of buildings and infrastructure, despite its importance.

Rather, it is a redefinition of national identity and the consolidation of a new political and economic philosophy that elevates the values of transparency, social justice, and community participation.

From this perspective, we believe that this stage must be based on several key pillars:

1. **Restructuring state institutions through good governance and the activation of democracy, or what we call “Shuracracy.”**

  The first steps of rebuilding begin with restructuring institutions to be based on competence and integrity.

  This requires eliminating the legacy of administrative corruption and adopting transparent policies that enhance accountability and public oversight.

  It also demands empowering civil society and expanding political freedoms, so that government institutions become true partners with citizens in decision-making, rather than authoritarian tools serving narrow or personal interests.

2. **Combating the triad of backwardness: poverty, disease, and ignorance.**

  There can be no real development without confronting the three greatest barriers to societal progress: poverty, disease, and ignorance.

  This battle requires multidimensional strategies, including:

* Stimulating the national economy through job creation, supporting small and medium enterprises, and encouraging innovation and entrepreneurship.

* Reforming the healthcare system to ensure access to medical care for all Syrians, and launching preventive and public health awareness programs to curb the spread of epidemics and chronic diseases.

* An educational revolution that rebuilds the education system based on a modern vision that promotes critical thinking and scientific research, enabling future generations to possess the intellectual tools needed to lead.

3. **Consolidating national reconciliation and rebuilding societal trust.**

  Years of war and tyranny have left deep divisions among Syrians, necessitating the launch of a comprehensive national reconciliation project to rebuild Syria’s social fabric and reinforce the values of tolerance and cooperation.

  It is essential here to establish transitional justice mechanisms that ensure victims’ rights and hold perpetrators accountable.

  This would restore the public’s trust in institutions and lay the foundation for a new phase of political stability.

4. **Building a sustainable and diversified national economy.**

  Economic reconstruction must go beyond injecting investments into infrastructure.

  It must involve a comprehensive vision to rebuild the industrial, agricultural, and technological sectors and enhance reliance on local resources rather than external dependency.

  Achieving economic justice also requires restructuring the tax system and directing financial policies to serve all social segments—not just a privileged few.

5. **Protecting the rights of future generations through education, development, and environmental protection.**

  The construction we aspire to is not a temporary effort aimed at improving current conditions, but rather a long-term project spanning generations.

  It guarantees youth and children the right to modern education, comprehensive healthcare, and a safe, sustainable environment.

Therefore:

* Launching modern educational programs aimed at developing the intellectual and creative skills of the next generation must be a priority.

* Adopting environmentally friendly sustainability policies that ensure the preservation of natural resources for future generations and limit the impact of climate change.

* Expanding youth opportunities in the job market and political participation to entrench a culture of active citizenship.

6. **Foreign policy and restoring Syria’s regional role.**

  Syria cannot rise in isolation from its regional and international surroundings.
  This requires building a new network of foreign relations based on mutual respect and shared interests.

  Hence, we believe the focus should be on:

* Strengthening ties with brotherly and friendly countries to support reconstruction and stability efforts.

* Benefiting from international expertise in development and strategic planning.

* Developing an active diplomacy that contributes to restoring Syria’s leadership role in the region.

**The Future of the Homeland Is in Our Hands:**

The phase of construction is not just a political slogan.

It is a historic challenge that requires wise leadership, popular participation, and a comprehensive strategic vision.

The time of conflicts has ended, and the era of national founding has begun.

We must all work to embody this vision and transform it into tangible reality.

The path of national renewal we embark on today is a great opportunity to redefine Syria as a modern, just, strong, and sustainable state.

Every step taken today is an investment in a brighter tomorrow.

Every brick laid today is a message to future generations that they will inherit a homeland that reflects their hopes and ambitions.

Syria deserves a genuine renaissance in which institutions are built on foundations of integrity and justice, and where national identity is redefined to be more open, unified, and stable.

This vision requires strong will and national partnership.
Are we ready to play this historic role?

We believe the current phase is not merely about rebuilding what was destroyed, but a historic opportunity to lay new foundations for good governance and sustainable development.

Therefore, the movement affirms that overcoming the aftermath of conflict cannot be achieved solely through reconstruction projects, but through comprehensive political reform that ensures all Syrians are represented in decision-making and lays the foundation for a modern state based on democracy and equal citizenship.

We also believe that eradicating the triad of backwardness—poverty, disease, and ignorance—can only be achieved through real economic reform that boosts national production and ensures equitable resource distribution.

We stress the need to redesign educational and health policies through a modern vision that places the human being at the heart of development.

Regarding the protection of future generations' rights, we affirm that building Syria’s future must be a project that spans generations.

It should not be limited to rebuilding cities but must include the modernization of intellectual and cultural structures through comprehensive educational reform and restructuring research institutions to become beacons of scientific and economic advancement.

In terms of foreign relations, we have always emphasized that Syrian foreign policy must open up to the world on new foundations that consider national interests.

It must move away from traditional polarizations that have hindered the country's progress for decades.

We believe Syria’s return to its regional and international role requires active diplomacy based on shared interests, aimed at attracting investments and international aid for reconstruction.

In short, we see that the construction phase must be a new founding stage for Syria.

It should follow integrated paths that include political reform, economic empowerment, social justice, and popular participation, to ensure a more stable and just future for all Syrians.
